The Pioneer XDJ-700 is now disassembled revealing the root cause of the issue being a broken button actuator molding. A quick Google search for a replacement reveals this to be an extremely common issue & not only on this particular model.
The switches appear to be functioning correctly but dripped a spot of switch cleaner on them anyway as 3 million screws had to be removed to access the offending component & expose the button switches 😔.
